Rocker arm bolts

So in the process of pulling the lower intake manifold, I had to loosen some of the push rods. Im looking in the haynes manual to tighten the rocker arm fulcrum bolts to torque spec and it says there two steps with two different torque specs. what does this mean??

I've seen this before, you have to torque them all down to the first spec then go back and torque them all down to the next torque rating.

no.

it states that you should tighten them in two stages. pay attention to the fact that the first spec is NOT in ft-lbs and the second spec is.
