No, crank/cam timing is set by the timing chain, so no adjustment after its installed, its mechanical timing in any case so doesn't need adjusting
This sets compression ratio at its highest, on 3.0l Vulcan engine that should be about 165psi, cold engine, you can test crank/cam timing that way, to make sure its "right"
Spark timing is also not adjustable after distributor was deleted on an engine(1995 and later 3.0l's), and the computer can do a better job with spark timing than springs/weights and vacuum level could ever do, lol.
If you have a No Start, then check that the Crank sensor got hooked back up, it's behind cranks main pulley about 10:00 position, it reads the "gear"(tone ring) on the back side of the pulley
