Steering Column Cover

I have a 2000 Ranger XLT 3.0L. When tilting the steering wheel up and down, the blinkers and brake lights will work and then not work. When tilted down they will not work. When tilted up they will work. The wire must be slipping in and out of the plug when tilting up and down. I removed 3 screws in the steering column but still can't figure out how to gain access to the problem wire. It seems like the tilt lever is in the way and possibly the turn signal switch as well. I know I'm missing something obvious but am at a loss as to what it is. HELP!
