Just swapped my ranger prerunner from a blown 4.0 sohc to a 4.0 efi and I have everything connected and wired properly but for some reason the starter and fuel pump won’t turn. Suggestions?

I assume you swapped computers

1998 computer won't have PATS(passive anti-theft system) in the computer, 2003 computer would have PATS, and assuming 2003 vehicle and wiring PATS wiring needs to be by-passed if using a non-PATS computer

So you will need to Ground the Starter Relay in engine fuse box.
PATS grounded that relay after Key Test

Also Fuel pump relay, grounded after Key test
