lean bank one and bank 2
yes, absolutely, that's a vacuum resivoir (not sure if that's what it is actually called) but they are used to bump the displacement of the vacuum system, so you have more volume of vacuum... a hole in that is basically a vacuum leak and would cause it to be lean,
temp fix, pull the lines (i think there is 2) and couple them together if there is 1, just plug it

the bulb thing is melted, there is a hole in it.. you are losing all your vacuum out that hole, you might need to get a can of vacuum to pour back in to replace what you lost actually... but i would deal with it before you lose more... and if you just clear the code, you will still be leaking out that vacuum... which is not a good thing, a can of vacuum is not cheap!
alternate answer

nah, it's probably fine... that hole in the middle of the melt area looks like it will seal it's self back up

WTF are you talking about buying a can of vacum and holes fusing themselves together?
OP, just find a replacement and clear the CEL. it's your best solution.
also, how did that get melted that bad? did you not smell anything burning or melting?

i've melted things under the hood several times, that's in the wheel well, i don't think you would smell much while driving...
morris, do you know where i can buy a bucket of steam to power my skyhook?

I also had a lean in bank one and two problem this week. I changed that elbow that is notorious for going bad. The new one I got goes on a LOT easier than the old one came off, is that normal? It seems too loose but It is the right part number, any help?
the code (and CEL) will not go away without clearing it after you fix that, remove neg bat terminal, turn head lights on, wait 30 seconds, turn head lights off, re-connect battery terminal
fixed the resevoir. still getting same codes (lean in bank one and two), I noticed that the ac compresser does not kick off or on also, air from defroster gets cold so i know i have refrigerant. any ideas?
