What is the purpose of this? What effect does rotating the *** have, if any? 97 4.0.

That's the idle air control valve, which controls the airflow around the throttle butterfly when it's in the closed position (idle).

Does turning the **** have any effect on the operation of the engine?

No, it is like a vent. If you remove the black cap, there is a tiny filter underneath it. It does not affect the operation of the engine or IAC. It was removed from later versions.
