4R70W was Explorer V8 trans
Pretty much all 1995 and up Ford automatics were full electronic shift, so computer grounded solenoids in the transmission to shift between the 4 forward "gears".
Computer watched speed, RPMs and throttle position to select what "gear" to use.
Like all automatics it runs on fluid pressure, servos/solenoids open and close valves to send that pressure to specific points to engage "gears".
So you could have a solenoid failing or valve sticking.
Some OBD2 readers can read transmission codes, and some transmission shops will read the codes for free, that could ID a failing solenoid.
You can change solenoids and valve body with trans in the vehicle, not "easy" but certainly a DIY job
