4x4 problem

I have a 2001 ranger 4x4 ext. cab 4.0 sohc. the problem i am having is that it will not go into low range i changed the switch on the dash and that did not work. i was told that there are 2 other possilbilities the box on the passenger kick panel or the switch on the transfer case any ideas on which one i should try first. it will go into hi no problem. the box on the kick panel does click when going into hi but not to low

try this. put it in neutral, hold the brake and then flip the switch to 4low. if that doesnt work we can go form there.
