The transmission had lost all the gears. I pulled it replaced all the solenoids, the filter, and all gaskets. I put it back in now it turns half way in either direction and stops. Using the bolt on the harmonic balancer to turn it.

Have you ever pulled out and installed an automatic transmission before?
Do you know about aligning the torque converter with the front pump and input shaft?

So you MUST install torque converter onto the transmission BEFORE bolting transmission to the engine
Failure to do this will cause what you describe, and you have broken the front pump inside the transmission, which pretty much requires a full tear down to replace it
This applies to all automatic transmissions, not a Ford thing
After torque converter is aligned the transmission's bell housing should slide on to the engine flush, you should NEVER have to tighten bolts to force it on, if you did then front pump is FUBAR, gone, toast, no longer a pump
After transmission is bolted to the engine torque converter should slide forward a bit to be bolted to the flexplate

Was the truck started again after the reinstall?
If he hadn't, could the thing be OK until he pulls the thing again, installs the TC correctly, and bolt it back again?
If he only used the crank bolt to turn the engine by hand, could it be OK?

No, if transmission is bolted tight to engine without torque converter being aligned damage is done
If you notice transmission is not sliding on flush and do not tighten any bolts to make it tight then yes you could rotate torque converter until it lined up and slid back into bell housing so trans would slide forward and be flush with the block
But once you tighten the bell housing bolts, forcing it onto the engine, that pushes torque converter back into transmission breaking the pump
