Front end clunking

Front end clunking
There is a clunking noise in the front end when moving at any speed. I removed the front drive shaft and it still does it. I jacked up each front wheel individually and can turn the wheel about 1/4 turn and it will bind up. I can force it through or wiggle it back and forth and it will release
