Modulater Valve - Help!!!

Icon5 Modulater Valve Question

Should the modulater valve & vac. line hooked to it have fluid in it? 1994 Ranger 4.0, 199,900k. AL4D tanny?

Thanks! I removed the cat & replaced the valve, put the cat back on. Noticed a great improvement in shifting. Also looking for a good hi performance cat to replace the stock one. Once again - Thanks!!!

change your engine oil, i am sure it has trans fluid in it, mine went bad and i had about 3 quarts of atf in my engine, it went hafway up the dipstick
