Whats the best tool for removing the clips? I had a hell of a time when I took the stock headlights off when I got the truck.

You just need a large snap ring tool. I just fought them out the first time and then snapped off the teeth that clip into the plastic anchor so now I can just pull them up with a set of needle-nosed pliers.
