1989 ranger horn instantly blows fuse

1989 ranger horn instantly blows fuse (repaired)
Hi all,
My 1989 ranger horn now instantly blows the fuse. Also the cruise control doesnt work either. Tried a new horn relay, still blows fuse. Anybody else had this problem, or can someone point me in the right direction of where to start. tracking this down
