Any used vehicle is a roll of the dice because you won't know how well it was maintained and serviced, regardless of paper work or miles
But in general yes its a good vehicle overall
The 1993 Ranger was first year of the larger body style, so matches most parts from 1993 to 2011 Rangers
The 3.0l Vulcan engine was used by Ford from 1986 to 2008 so 22 years, a good reliable engine
The 1993 will have a distributor and TFI spark system, in 1995 the 3.0l went distributorless, the distributor and TFI system needs to be serviced, i.e. cap/rotor and wiring
It will have an M5OD-R1(M5R1) manual transmission, these were very reliable, but they do use ATF, yes automatic transmission fluid in a manual transmission, some shops would add Gear oil by mistake, which would shorten their life
148k is low miles so it may have been sitting for long periods or when driven only driven for short periods, under 15min, which can cause dried out seals and sludge build up in the engine
Low miles is great for interiors and exteriors, but not so great for the drive trains, lol, so its good and bad
