1997 Ford Ranger XLT 2.3L RWD
Its the Charcoal Canister for the EVAP system
EVAP system pulls air out of the gas tank while driving using engine vacuum, so one hose goes all the way back to the top of the gas tank and the other hose goes to a pressure sensor and solenoid valve and to the intake
Its an emissions system
When driving around fuel is sloshing around in the tank which creates gasoline vapor, a pollutant, so EVAP system applies slight Negative pressure using engine vacuum to suck that vapor out thru the charcoal filter and into the engine to be burned
When you stop for gas and remove the cap you should hear a "whoosh" because there is still some negative pressure in the tank from the EVAP system
When you Park the negative pressure slowly goes away but thru the charcoal filter
