Attempted theft
Recently someone tried to steal my 2002 Ford ranger which is equipped with the anti theft system. They started drilling out the ignition when they were caught. So I had to finish the process and got the cylinder out ,got a screw into the turning part of the steering column, it will turn the truck on but will not make contact with the starter. I've tried resetting the anti theft system a couple times. The little black box that contains a computer board and copper ring around the ignition was mangled by the drill bit and I tried reconnecting it the best I could. I don't know what to do now. It's diy for me since I can't afford a mech. It's got manual door locks also

Do the dash lights come on when you turn on the system?
If not then actuator rod behind the ignition keys cylinder may have been damaged, so vehicle systems are not turning on
When you turn the system(key) on, the THEFT light on the dash should come on and then go off, if it starts to flash rapidly then PATS(passive anti-theft system) was activated
If you leave the system(key) on, after 45-60 seconds, THEFT light will start to flash a 2 digit code
1 flash, a pause, followed by 1 to 6 flashes, longer pause, and it repeats the 2 digit code several time
Get that code
11 Transceiver [transponder coil] not connected, or there is no power to it.
12 Transceiver internal fault.
13 No Key/no PATS key has been used to turn the ignition switch.
14 Incomplete key code received.
15 Invalid key code received.
16 CAN communications error.
The transceiver is the "ring" around the key slot, it "reads" the number inside the handle of the PATS key
If its damaged you should get code 11 or 12
13 or 14 means key could not be read fully, to far away, or not in the center of the "ring"
15 means number was read but not correct number<<<if you installed a new cylinder the keys that came with it will have wrong numbers so won't work
16 wouldn't/shouldn't come up on a 2002 Ranger
The transceiver from similar year Ranger can be used, plug and play, no reprogramming required
A locksmith can re-pin a new key cylinder to match your PATS keys
If THEFT light comes on and goes OFF then its NOT a PATS issue
Could be Neutral Switch issue, prevents starting engine "in gear"
If automatic try shifting transmission into Neutral, and then try to start
If manual make sure clutch pedal is down all the way
These are mechanical switches that pass the START 12volt to the Starter Relay
Also check Fuse 24 in the cab fuse box, it has the 12volts to activate starter motor
