Lifting = None of those things.
You'll get worse mileage when you put on bigger tires because they look better and any lift and new tires will cost you money.
If you want the cheapest way to lift, 3" Body lift and you can fit 33" tires (assuming your starting with a 4x4). But your going to get worse mileage.
If you want off-road performance, a suspension lift of 4" would probably be your best bet, but you will be spending double what a Body lift would cost.
My opinion? If your worried about money already, stay away from modding your truck. Not trying to be a dick, just stating what I think.
Also, my avatar is a 3" Body lift on a 99 with 33x12.5 tires for reference.

if you want a lift and are looking for the least expensive way, i would go with the body lift.
If you want to do it right, want better performance offroad, and plan on keeping the truck for awhile, than i would say go for a suspension lift.
Superlift makes a nice setup. as for the gas mileage........ anytime you put bigger tires on a truck, your going to get worse mileage.
Bigger tires = more drag.
solution.... re-gear. it will help a little and help gain back the power lost from the bigger tires but you will not see any better gas mileage from bigger tires sand a lift
