Welcome to the forum

What's "shorting out" on Clutch switch, not sure what that means?

For starting engine there is a red/blue wire IN and a Red/blue wire OUT, when you press clutch pedal down all the way it connects those 2 wire together

Intermittent wiper issues are usually the multi-function switch, i.e. turn signal stalk

Well if anything electrical is intermittent that would mean there is a short in the system (i.e. shorting out )? Correct but my dash lights ,wiper ignition buzzer ,radio ,a/c there are not working and every once in while they do but the previous owner had also worked on electrical too soon idk where best place is to start?

"Shorting out", technically, is known as a 'short circuit'. This should cause the fuse to open immediately. So if things turn on and off al-a Ghostbusters, it's not a short. You have an intermittent connection somewhere.

Yes, that's what I was referring to, things stop working but don't blow a fuse or melt wires(a short), then is not a "short" but intermittent ground or 12volt

There should be a Ground wire from the back of the engine to the firewall, a ground strap, thats the main ground for the cab electrics, check if you have that if not add a ground wire to cab firewall from engine
