Hey there,
I drive a “new to me” 1996 Ford Ranger with a V6 3.0 engine. I’ve had the ranger stall on me twice while driving. The steering wheel gets stiff, gauges turn off and the CEL light comes on. Both times I was able to start up the truck to drive to gas stations that were thankfully less than a minute away. Once it starts up again the CEL goes away. I just want to make sure that’s what is suppose to happen when you run out of gas?
It’s been tough for me to estimate when the Ranger is too low on gas since there is no gas light, just the gauge. I’ve been spoiled in the past with the gas lights.

CEL comes on when engine stalls..........for any reason, so yes CEL would come on if you ran out of gas.
1996 Ranger should have a "Check gauge" light, maybe a burnt out bulb
Check gauge light will come on with low fuel level, or low oil pressure or high temp gauge
Turn key on and watch dash lights, all lights should come on as a "bulb test" then go off, except for a few, like CEL and battery light
If you don't have a tachometer you may have the XL instrument cluster and will need to either watch the gauge closer or swap to the XLT cluster that has the check gauge light

The wiring is there for either one, so plug and play
