Front end vibration at 60 mph +

I have a constant vibration in the steering and body that begins around 55 to 60 mph and up, it’s gets a little worse the faster I go.
I have completely replaced all components in the suspension but the springs. Installed premium gas shocks. Replaced wheels. Alignment has been verified twice. Tires and wheels have been rotated and supposedly balanced three times.
it been to two different shops, the last suggests that the tires are to blame, could be separated belts, or out of round.
shop where tires were purchased says that’s not possible. I believe tires are to blame as this started shortly after installing General tires 220/75R 15
thoughts or suggestions?

No, but the vibration started with the old wheels, that's why I replaced them, I figured they had enough abuse for sixteen years of SC roads and were probably beat up enough.
