Fuel pump not turning on/ ground short

fuel pump not working, I suspect a ground short

I did all the test and found out, that on the fuel pump relay the wires on the load side that are supposed to have control are staying hot

A short is normally a hot wire (positive) that contact ground and blows a fuse or burns the wire. In many automotive applications, ground is switched (on and off) to complete a circuit which activate/deactivate an electrical component. I don't know if the fuel pump is like that, but you might check the ground wire to make sure it actually has good ground contact. If not trace the wire to find out why it is not getting to ground.
