Hey y'all my dumb self just bought a 99 ranger 3.0 4x4 5 speed and didn't check the lights and I have no parking lights or instrument cluster lights. I've replaced relays, dimmer and headlight switches, bulbs and have searched for a short but can't find anything. Fuse 11 under the hood blows every time I turn the lights on. Wires and all plugs and pins look good. I really need this truck for winter and I have to get this figured out. The lady I bought it from had an aftermarket stereo installed and it looked like the dash was torn apart to get the stereo in. There are 3 relays under the dash I read about in another forum and replaced those but got nothing. I've done a little research on the gem module and am wondering if it's possible that the gem module may be the issue considering the sub par stereo installation. Any help is greatly appreciated

Welcome to the forum
1999 Exterior light diagram below
Yes, Fuse 11(15amp) in the engine bay fuse box powers the Park lights, which also powers Cluster back lights, via Dimmer wheel
There is a relay in Relay Box 1, above gas pedal, that was added to flash Parking lights for Keyless entry or alarm systems
If fuse 11 blows when Park lights are OFF then you have a short on the Tan/White wire somewhere
Can be from fuse to Relay or relay to Main light switch
The lights, dimmer and GEM only get 12v power when Relay is activated or Main light switch is on
So if fuse 11 doesn't blow until lights are turned on then short would be after the relay or main light switch
