High RPM's

I own a 97 2.3L 5spd with 100xxx miles. Recently I developed a problem when i shift into neutral the RPM's have a hard time dropping down. Clutch seems fine, gear engagement and response is great so I'm thinking that is the throttle cable ? What do you think ?

- happens the most after driving a rather constant speed for more than a few minutes.

or vac leak. I had one where the vac hose meets the brake booster. The end was split and the clamp was broken. I cut the split end off and put a new, screw down hose clamp on it and it stopped. :)
