May be buying a 92 ranger.... but it has no title

I found a nice clean, 92 ranger, with a 3.0 82,000 miles... Needs a front exhaust pipe and 1 tire... From the pictures, it looks pretty nice. I am hoping to go out there tomorrow, and take a look at it.

It is also 2wd. My question is, how do I get a title for it?

Also, the guy is askin $400 for it...

In CA there is a form that the owner has to fill out when selling without a title. Best bet would be to take the vin and go down to the DMV and ask them. Also check to see if they have penalties on it.
