Oil on tube near wheel well

When I lift up the skirt on my drivers wheel well there is a 1/2" tube slicked with oil. I don't k ow what tube it is. I assume that oil goes through it. Can someone tell me what tube it is and what I need to do about it? The plastic part in the middle (grey) often has oil on it. Well it looks like oil. I don't see how it could be.

A 2000 3.0. Power steering ok. Could be brake fluid from MC. but looks like oil. PS fluid ok.
