It's so dark, I can't see much of anything.

I can see a pair of vice grips on the muffler pipe ?

Um.. a pair of vice grips holding the exhaust together where there might have been flanges a long time ago? Perhaps if you could put an arrow in the picture to point at exactly what you are referring to we could help better.
