my aunt had a 98 ranger that caught on fire in the middle of the night for no apparent reason.. found out that for had a recall for the speed control czuse it would catch on fire with or without the engine running.. where can i find whats recalls for a 97 ranger there are and how would i go about getting those taken care of? would i have to go to a ford dealer?

Search google. First find out what year the truck is because you said 98 the first time an 97 the next so the recall stuff will be different.

yeah my uncle told me it was a 98 and when i saw it i could tell it was a 97.. blinkers on side of headlights not below.. took a look at the title and it is a 97.. kinda sucks cuz i like the 98s a lot more.. 97 is kinda unly imo.. but its free so cant complain.. and just using my aunts 98 as an example of important recalls..

Ford also has a page on the website where you enter the VIN and they tell you if there is a recall on that vehicle. Click Me

My 01 was in the cruise control recall, I haven't been notified of any others.

I will be extremely honest in my answer to this question, look it up online or go to a dealer. Hope you had insurance coverage. I have honestly never heard of the engine catching fire from the speed control (i am guessing you mean the cruise control?) considering it is mostly mechanical, but I don't know on the older models.
