restoring? aluminum wheels
Responding constructively, I think that you would need to remove the old clear coat, buff and polish the surface of the wheel with a metal polish, then have a new clear coat sprayed on the wheel (or just get used to polishing them weekly).
Yea I saw a guy restore very similar rims very recently, if I can find the link i'll post it.
I also have some original aluminum 14" wheels from a gen II that haven't seen the road in 10+ years that I wouldn't mind going away.

The wheels were on my parts truck when U got it. It had been sitting for 4 years after it was wrecked. I've only had them a couple weeks.
I would like to see the link for restoring them but I think sanding would be in order because they are pitted pretty bad. I can't use 14's, the truck is a 4wd.

I agree, it looks like sanding would be the way to go. I'd start out with a 100 grit paper, then work my way up to a 1000 grit paper. It would be no easy task, and you'd have to try and take the same amount off all around the wheel so it stays relatively balanced.
