Riced-out Ranger
Just take off a few things and its fine (rear window covers, racerback and possibly visor). I would not consider that anywhere near riced out, if anything, it would be nearing JC Whitney catalog cover model...

did you not see that there was more then just a paint job? he had a sound system too. and there was no engine work.

Yeah that's not ricer at all dude... not at all... Guess I need to get a picture of this S10 here in town. Seriuosly, you guys would think it was Autozone sponsored. I'll drive over past the apartments and snap a pic for you all..

Not as riced out as the one I saw and of course NO CAMERA with me dang it. Ext Cab 4x4 with a cap, cap also had a wing on it. Had cobra emblems on the fender in place of the Ranger Badges, followed up with those fake fender louver things that you see on the new Caddies, and them some big chrome DUBS I am kicking myself for not having a camera and the G/F didn't have hers with either. Oh it was black with some silver graphic down the side of the truck.

If your trying to use that term to designate "all show and no go", then any modified exhaust without retuning the ecu to calibrate for these changes would, in my book designate it as "riced"
I doubt many of you who use this insult have actually optimized your truck/car for the parts you've put on.
