Silver stuff on head gasket area

Does anyone know what this silver stuff is and more importantly how to remove it. It's on both the cylinder head gasket and the block. I think its spray a gasket but that stuffs normally orange. I can't get it up with plastic scrapers so I don't think its just head gasket material. I've tried aircraft paint remover gel but it barely works. I'm a little worried about taking a steel razor blade to the block because of leaks. It is a steel block though. Thanks.

Edit: Think I figured it out that you need to use a wire wheel to remove it. Can't fully get the silver out seems like but may have just bonded to the metal. Checked flatness with straight edge and gauges and its flat though.

That's part of the head gasket. It basically bonds to the block and is a pain to get off.
