I would think that theoretically it would be posible, especially when you remember that electricity can induce galvanic corrosion, but I can't say how effective any of the products currently on the market are.
Here's a couple of links:

http://www.counteractrust.com/counteract.htm

http://www.roemarketing.com.au/howItWorks.html

Both sites give a brief description of the way they work, but I would keep in mind that they are each supplied by the selling company of each product.

that would be me that he is talking about. i am not sure how it works but it came with the truck and it says that i am covered that the paint is gonna look good and the metal wont rust for the life of my truck. My father has a 86 f-150 that still runs strong with about 250k miles on it and the body is shot. i plan on having this truck for a while so i opted for it.

It's right up there with the "magnetic fuel line unit" and "cell phone radiation blocker" found on Ebay.

The theory behind the unit makes sence, just too bad it's crap. I've seen them at auto parts stores around here, and the selling angle they use is "As used on salt trucks for years." Have you ever taken a close look at a snow plow / salt truck??? Usually they are in rough shape.

Just another "snake oil" product to make you feel good about the money you just wasted.
