Bad PCM?

Bad PCM?
99 ranger xlt 3.0 flex. The 25amp PCM diode fuse is the cab blew, I replaced that still nothing. I checked the relays there all good. With the key in the on position Their's just a red THEFT light blinking, and the battery symbol.
