Question Regarding Headlight Adjustment

Hey.. So I tried search and found some info, but not quite the answer to my question.

I Want to adjust my headlights, I understand it has something to do with the 2 threaded bolts at the bottom of the light, and the one at the top as well. I'm just curious if to adjust the height up or down, do you simply adjust the top? and if so, how exactly do you do it? I was looking at this in poor light so I couldn't see what I was doing but if someone could just give a quick simple description of the steps/procedure to move the lights up or down I would appreciate the help.
