Fan Blower Speed 1 & 2 same - 3 4 are ok

I had no 1 speed. The shop replaced the resistor and plug. When I got it back 1 came on but at the 2 speed I had before, still no 1 (low speed). 3 and 4 are working the same.

If the shop replaced the resistor and plug, I would be looking at the switch itself. And then take it up with the shop that supposedly "fixed" it.
