Bought an 04 xlt. It came with just a single non-original key.
Did all rangers with electric locks come with a keyless entry fob?
As in could I simply buy a cheap fob and program it for my truck?

No, electric door locks doesn't automatically mean keyless entry
2004 Ranger will have PATS(passive anti-theft system) so if you lose that one key you will need truck towed to a Ford Dealer or have a Mobile locksmith with Ford software come to the truck to make a key then add it to the computers memory.
Might be a good idea to take truck to a locksmith now and get a spare PATS key made
PATS requires a special key with a hidden tag in the handle, when you insert the key and turn it on the Computer reads the tag's number, it it matches a number in computers memory then starter motor will work and fuel injectors will work, no match and no crank and no start
PATS and keyless entry are also not related, all Rangers after 2001 had PATS, it is built into the computer(PCM)

I am not sure if it is the same for the 2004, but Alldata shows for my 2002 the central security module is located behind the upper dash on the right hand side.
It looks like it can be accessed or viewed through the windshield once the upper dash trim is removed. ( the Black trim near defrost vents )
My truck did not come with remotes either, I took a leap of faith that my truck originally
came equipped with them and purchased remotes from Amazon.
They were super cheap, and were easily programmed.
Again this information is for my 2002 I do not know if the same applies to the 2004.
