Lights Flickering and Pulsating. Help?

Just as the title suggests, all lights, dash, headlights, dome, flicker and pulse.
When idling, the lights pulse with the engine’s rumble, and the in-dash voltmeter bounces around rapidly along with a flashing battery light. Messing around with electricals, I discovered that when there’s a high load, all lights on, radio blasting, heater all the way up, and the wipers on, the lights stop pulsing and the voltmeter very slowly creeps up and drops again, sometimes halting and evening out completely. After researching and looking over various forums I have come to the conclusion that it may be a faulty voltage regulator. Maybe?

Additiongal Info
- 1993 Ranger
- New battery
- The alternator was changed earlier last summer.
- When a new running light relay is put in, the problem is fixed for a short time before it goes bad and requires another change.

Sounds like a failing alt. The voltage reg is built inside the alt.
go to a parts store and have the charging system checked.
yes even new alts can go bad after a year or even a week.
espesialy if you buy autozone duralast junk.
