Lost all gauges

I recently lost all my gauges at once after I hooked up an OBD1 scanner tool. All I have is speedometer, which is mechanical. I turn the key on and the volt needle just flicks slightly. Checked all the fuses, brand new battery. Even swapped in a different cluster and still had the same issue. Any suggestions? Video link:

Should always include year of the Ranger
1989

Can you start the engine?

If not then clean and retighten BOTH battery cables

If you can start it then Clean and retighten all the cables/wires on the Starter Relay's(solenoid) larger post that has battery positive cable, all 12volt power comes from that one post
There is a fusible link on that post, well several links, but one of them feeds a yellow wire that gives 12volts to ignition switch under the steering column in the cab

So next stop would be ignition switch, they can split so don't send out 12volts to all systems with key on

Thanks for the reply! Sorry, it is a 1989. And yes it does start, but takes a little bit. I will look into that Any other suggestions?
