Welcome to the forum
Check fuse 26, 10amp, in Cab fuse box for power windows, speedo and cargo light
When you installed the new radio, inside the opening on the left side was the GEM Module, it controls ALL the cab electrical systems
So if fuse 26 is OK then you will need to pull out the new radio and make sure GEM connectors are all still tight and no wires were pulled out

Yes, short somewhere
Fuse 26 has several connections, see diagram
You have power windows so the lower right diagram
You could pull out the Battery Saver Relay, replace the fuse, leave key OFF!!!!!, and see if fuse blows again
If it does then short is in cluster, GEM or PATS(anti-theft)
Since you just put in a new Radio, GEM is a likely place to get a short in a wire
If you already know it only blows with key on then short is Battery Saver relay or one of its devices, which is power window relay, interior light relay, dash light dimmer, or dome cargo lights
