No pressure at fuel rail

Hi there, got a 1988 2.9 4x2 that's my main on farm truck.

Was driving, ran out of fuel (probably, the gauge did not function) and after adding gas it would not start - it appeared to me that the in-tank fuel pump died.

I replaced it, along with the fuel filter on the frame rail. I have not replaced the in-line fuel pump

Now when I attempt to start the truck the pumps seem to be functional, as gas is reaching the fuel filter which is after both pumps on the frame rail, but there is no pressure at the fuel rail when I check the schrader valve.

Any ideas on what to check next? I'm guessing my next step is removing the fuel line where it connects to the fuel pressure regulator to see if it's getting that far (which I apparently need to get a special tool to do).

Any ideas on what the issue might be would be very helpful.

Thanks

Yes, I guess the FPR would be next but it would be an odd failure after running out of gas

How fast does fuel flow out of fuel filter connection?

Should shoot out pretty good

Find your OBD1 connector, should be near engine fuse box
Looks like the connector here: https://therangerstation.com/tech_library/OBD_I.shtml

Second diagram down

Fuel Pump slot is labelled on that diagram
That slot Grounds the fuel pump relay so it will close with key on and send power to the fuel pump full time
So use a jumper wire from a ground or battery negative to that slot
Then you can test how much fuel is flowing out the filter

You can see if engine starts with jumper in place, does not hurt anything

60 LPH, 60 liters per hour would be minimum flow, so at least one liter per minute, which is about a quart per minute
