Part I found next to the fuse box in my used 2006 b2300

I thought it when on the fuse box but wasn't able to get it on. Does anybody know what this part is? Picture 1, Picture 2, Picture 3

Was it attached or just stuck in there?

That is the power distribution cover, goes over the feed stud at the front of the fuse panel in the engine bay
