Removal of column panels

Removal of column panels

So the turn signals in my 2000 Ranger quit working and I believe I have narrowed it down to the multi function switch. I am trying to remove the column panels to access the switch but cannot remove the bottom one due to the cone shaped tilt lever **** being to big to allow the panel to slip over it as the hole is just big enough for the metal lever. I tried removing the plastic **** but I don't want to break it. Does this **** come off with enough force or am I doing something wrong? Do I have to remove the whole tilt switch and pull it out first?

The whole shaft unscrews
