Nope, but it looks like you would lose cruise (if you have it) and airbag (if you have it). Other than that, looks like a cool wheel!!!

unless the vehicle came without one. if your statement was true, all vehicles before airbags would be outlawed

I thought airbags were standard equipment by 94? My dads F150 XL of that year had an airbag.

So far in my search I have only found that it is against the law for a business to not replace the airbag with the proper airbag. I haven't found anything that prevents the owner from doing it. Of course you may not be able to find a conversion kit to work with the new wheel.
Maybe there is more than I could find doing a quick search so beware. Also some states have their own laws about this.

added: If your insurance gives you a discount for having airbags, you will have problems after an accident?

What about some states yearly checks?? inspection or whatever. I've heard story's of people being forced to replace ball joints, exhaust hangers, misc etc like that....lack of air bag would be a 'ding ding ding' to them to pull your vehicle off the road until it is legal for the road.

Sure, if your truck is a show truck and lisenced as such to be exempt from the state laws of vehicles driven on the road. And of course i'm speaking of vehicles in which came with an airbag from the factory.
