What year Ranger, there were two different 2.3l engines.
If you have a 1995 or newer Ranger with manual trans(automatics are 5 speeds too now, lol) then you may be able to feed the computer a lower speed than you are actually going.
So when speedo shows 95 MPH computer is seeing 65 MPH
Again it is all related to the year and computer setup
I think newer years have 90-95 MPH limiter
In the 2002s and up you may need to setup two interfaces one for speedometer, true speed and one for Computer lower speed, this is because the computer runs the speedometer, so if you trick the computer speedo will also read low
