Welcome to the forum

On back of Drivers door is the "build label" for your Ranger, it will have the Stock tire size it came with, YOUR speedometer was calibrated for that DIAMETER tire

So you will need to look up that tires diameter, 1998 Rangers had 4 or 5 different tire sizes, you need to find out yours
Smallest 1998 Ranger Stock tire was 24.7" and largest was 28.8"
Rim size doesn't matter just tire diameter matters for speed calibration

225/70r/16 is a 28.4" diameter tire

In 1998 Ranger the speed calibration is done in the GEM module so you need to use a computer running Ford software to re-calibrate it
Forscan is a DIY software that can do that re-calibration
