2006 4.0 not turning over

2006 4.0 not turning over

I have a 2006 fx4 will not turn over. Lights and dash lights work. Starter will turn motor over if you jump across the stater. When I hook up my reader it says can not detect. Could it be the PCM.

No not PCM unless the THEFT Light on the dash is flashing rapidly with Key On, that's a PATS issue

Check fuse 21 in cab fuse box, 5amp

If Automatic try shifting to Neutral and see if starter works with key
Ford Column shifters get loose and the "Park Switch"(DTR) on the transmission doesn't move fully into "Park" on the switch, transmission does but not the switch
This prevents key turned to START from activating the starter relay in engine fuse box
If shifting to Neutral works then you have a loose cable under the dash, lots of videos on this issue, Google: Ford loose column shifter

If manual, then there is a Clutch switch that only allows starter activation with clutch pedal down all the way

Still no crank or turn over on 2006 ranger

The pats system seems to be ok the light is blinking. Once you turn the key on it goes off. No rapid flashing or anything. All the fuses or good. The fuel pump and coil are not getting power either. If you short across the stater in will turn over but not crank . So could it be the SBJ in the fuses panel. Or ECM. All fuse ore good. The 7.5 starter fuse has power on both sides when trying to start. I not sure which wire is the power wire is to the ECM. And help is welcome.

The PATS light blinking is not good.
I've taken the following notes from various sources.

Rapidly flashing THEFT light with key on means you have an issue with PATS.Battery needs to be fully charged. Low voltage causes problems.

If you leave the key on with THEFT light flashing, wait 45-60 seconds. The THEFT light will start to flash a 2 digit code, 11-16.
1 flash…a pause then 1-6 flashes…..longer pause then repeats.


Codes:
11 Transceiver [transponder coil] not connected, or there is no power to it.
12 Transceiver internal fault.
13 No Key/no PATS key has been used to turn the ignition switch.
14 Incomplete key code received.
15 Invalid key code received.
16 CAN communications error.

Caution: If you trigger the PATS system, "flashing THEFT light", 4 times then PATS will go into LOCK DOWN, it thinks a theft is "in progress"
You have to wait 90min to 2 hours before it will reset
Unhooking the battery doesn't help. The timer restarts when the battery is hooked up again.

PCM relay in the engine fuse box and Fuse 11 in same box
With key on the PCM relay should "click" closed, sending fuse 11 power out to the PCM(CEL should come on), and all the other engine systems, including coil pack and fuel pump relay

In 2006 the PCM needs to ground the starter relay for it to work, so if PCM is not "on" then no cranking
