if it came off the 160hp cummins form 96-98 its 15-18psi or if its 215hp motor same gen. max is 21-23 psi. still good boost for your project. i think the newer ones are capible of lower 30psi range of the 24v common rail.
Power is about compressor flow, not psi. You can spin any turbo faster to produce more boost but if the compressor map is flat your just going to create heat and backpressure. I do this for a living.
A co-worker at my last job had one of those with a built 5.0 in it. Sounded SICK!!! No traction til 4th gear with it. Sadly, he spun out on an icy road in the winter and got t-boned. Must have routed the fuel lines in a bad spot because it burst into flames.

Nobody was injured but my favorite part was that he got citied for "failure to show proof of insurance" to the cop because it was in the glovebox. Don't think he had to pay it though.
