I'm not sure the setup on rangers, however I had this issue with a previous vehicle. The float connected to the fuel pump has fingers that connect to a sensor. When I replaced the fuel pump the fingers got bent. Positioned them correctly and the gauge read properly again. Best way to access the fuel pump is to take the bed off, however I'd check fuses and wires first

I had the same issue with my 1994 Mazda B2300. When I opened the tank, the float actually had a small hole in it, which was filling with gas and wouldn't allow it to rise. I drilled a small hole in it, got all the gas out and put some JB Weld on the hole. You can't put too much so that its not too heavy to float up. It may not be a permanent fix but it has worked so far and that was a couple months back now.
