Icon5 1991 Ranger 2.3 Timing Question?

Timing light shows my Ranger at 25 degrees BTDC at idle. Is there any way to fix this?

Mud daubers made a nest in my timing belt and the dirt clods caused timing belt to slip.

I replaced the timing belt and tensioner.

1. I aligned the Crankshaft and number 1 piston to TDC.
2. I aligned the Camshaft Triangle to the 5 O'Clock Slot.
3. I faced the Oil Sprocket Diamond straight up. (There is no corresponding Diamond on the back cover, really.)

The engine fired right up, but idles rough and has some hesitation.

Timing Light shows 25 degrees BTDC at idle and advances to almost 30 degrees at 1800 RPMs.

Chilton calls for 10 degrees BTDC.

I have 2 square packs instead of a distributor.
