Timing belt and tensioner

Timing belt and tensioner

I'm changeing the timing belt and tensioner I'm trying to get the tensioner to go back in to place n it's putting up a fight what can I do? I can put the spring in place but can't move it to the left to put the other bolt in and put the belt on

Leave adjustment bolt out and install pulley and tensioner spring, bolt snug not tight.
Use large screwdriver or ?? to move pulley enough to install adjustment bolt

Couple of things
1. Timing marks on crank, cam, and oil pump gears need to be correct to get compression
2. Crank sensor needs to be aligned and connected to get spark

I turned them all were the mark was and it starts and runs but it's still making the noise and it comes from the timing area but I think it's comeing from the bottom were the balancer pulley is
