Loss of Power

I have a 1988 2.9 Ford Ranger. It has power issues and I have to go pedal to the floor just to get to speed, hills are extremely difficult. The engine is working way to hard and idles at about 2500 rpm. The transmission wont change gears until I get to about less than 6000 rpm and let off the gas. I thought the transmission was the problem but someone told me it might be the transfer case or the torque converter. Anyways I understand the 2.9 is a smaller engine but I know it has more power than this and I was wondering if anyone else has had this problem and possibly an answer, Thanks.
